Employer and family responsibilities

Hiring a helper for a retired parent: who is the employer?

Start with who will actually employ the helper and where she will work. Paying for a parent's helper does not automatically make you the employer. MOM has different income and sponsorship arrangements, and a separate process for an appointed family member to handle specified transactions. Check the relevant conditions before choosing candidates; a private family agreement does not replace MOM's employer and workplace requirements.

Preparing a helper brief for your parent?

Share general daily duties, household language and family backup. Confirm the agency’s proposed scope separately. Full addresses, income documents and medical records are not needed in this initial message.

Settle the employer and household first

MOM's relative-employment FAQ says the relative requiring a helper must be the official employer, with special schemes available where relevant. Do not simply put a helper under a child's name to work for a separate parent's household. Ask MOM about unclear living or care arrangements before applying.

The limited arrangement for your helper to care for your child or parent at a relative's home has its own conditions. It is different from employing someone for another household. If an eligible foreign pass holder is considering employment, use the foreign-employer guide and the applicable official criteria rather than assuming every route is restricted to citizens and PRs.

Compare the relevant income arrangements

According to MOM's current special-scheme criteria:

Sponsors and joint applicants also take on upkeep, wellbeing and levy responsibilities. Meeting a few listed conditions is not an approval: read the full current criteria and ask MOM how your situation will be assessed. A sponsor does not resolve a lack of capacity to discharge employer duties.

Income arrangements are separate from grants and levy-concession eligibility. Do not use the Sponsorship Scheme's age condition as a levy-concession test or assume the same person qualifies for both.

Who can handle the administration?

MOM's appointed-family-member process is separate. Eligible family members complete the required consent process and apply through FDW eService using their own Singpass. Existing sponsors do not need that separate appointment to transact on the employer's behalf.

The official page lists levy transactions, short-term pass-validity extensions and renewal. Do not assume the appointment gives unrestricted authority or permission to use the employer's login. It does not make the appointee the employer or transfer the employer's obligations.

Five questions to settle as a family

  1. Which household needs the helper, and who will be the actual employer?
  2. Which official criteria match the living arrangement and proposed income support?
  3. Who will manage payment dates, insurance, renewals and the permitted online transactions?
  4. Who provides day-to-day instructions, rest-day cover and family backup?
  5. What general duties and communication needs should the candidate interview check?

Keep this planning discussion separate from a medical or financial assessment. Formal documents belong in the appropriate private application process, not in a public brief. A family situation that does not fit the published criteria needs clarification from MOM.

Prepare the placement brief with Apex

Apex's published offer includes elderly-care helper matching. Discuss the ordinary daily support, household language and other duties, then ask which placement services apply to your proposed hiring route. Confirm scope and written costs; this guide does not promise a special sponsorship package or application approval.

The hiring process, elderly-care interview prompts and cost breakdown cover the next decisions. Source check: 17 October 2026; use MOM's current criteria when applying.

Employer, sponsor and appointed family member are different roles. An income arrangement does not remove the employer’s supervision and wellbeing responsibilities.

Questions

Hiring for a retired parent — common questions

Can my retired parent hire a helper without an income?

MOM’s Sponsorship Scheme may apply to a citizen or PR aged 60 or older with no income, not living with working adults, and with capacity to discharge employer duties. Permitted sponsors and the full current criteria still need checking; approval is not automatic.

Is sponsoring a helper the same as being the employer?

No. Financial sponsorship and employment are distinct roles, with responsibilities under the relevant scheme. Settle the actual employer and workplace with MOM’s criteria; paying the costs alone does not determine the employment arrangement.

Is a family member appointed for eService transactions the employer?

No. The appointed-family-member process covers specified administration and requires the official consent process. It does not transfer employer obligations or provide unrestricted authority.

Does qualifying for sponsorship automatically give a levy concession?

No. The income or sponsorship arrangement and any levy-concession eligibility are separate checks. Use the current criteria for each instead of applying one scheme’s age condition to another.
