Choosing by experience status

Choosing between a first-time and an experienced helper

An Apex Maids helper photographed on her travel day

MOM defines a first-time helper as one who has never worked as a foreign domestic worker in Singapore, regardless of her age or experience elsewhere. A transfer helper is already in Singapore and moving to a new employer through the applicable MOM process. Check her current permit or agency arrangements. An ex-Singapore helper has previous local employment but may currently be overseas. These labels describe administrative status, not care ability. Each route has different evidence available, orientation needs and start-date dependencies. Compare the individual candidate against your household brief rather than choosing a label.

What each label actually means

First-time status has a specific MOM definition. Transfer and ex-Singapore are hiring-route descriptions, not quality grades or proof of a particular skill. A first-time helper may have years of domestic work experience in another country. An experienced Singapore helper may have worked only in households unlike yours. The label affects the paperwork, orientation requirements and evidence available to you, not the outcome.

Worked comparison: two hypothetical candidates

This example is illustrative. It uses fictional candidates to show how the same household brief produces different interview questions depending on experience status. It is not a placement record or a recommendation.

Singapore experienceNone. Four years domestic work in her home country, including child care for a family with two children. Two recorded Singapore placements (18 months and 24 months). Currently finishing notice with her present employer.

Neither candidate is automatically better. Candidate A may bring strong overseas care experience your household values; Candidate B may have documented Singapore routines that match your needs. The interview and evidence decide, not the label.

Household readiness: what you should prepare

Decide the supervised introduction from the individual's actual experience and your household duties. Arrange someone to demonstrate routines, walk through the neighbourhood and check understanding. Transfer and ex-Singapore helpers need this too. No label or fixed number of days proves a person can safely manage a particular task alone.

For both routes, prepare a written duty list, the rest-day arrangement, emergency contacts and a neighbourhood orientation before she arrives. See the first-week checklist.

Cost and timeline differences

A first-time overseas helper typically involves airfare, source-country processing and potentially longer lead time. A transfer helper may start sooner but release timing depends on the current employer. An ex-Singapore helper combines overseas processing with the benefit of a checkable local record. Costs also vary by candidate, not only by route. Get an itemised quotation for the actual candidate before comparing totals. See what it costs.

What the labels do not tell you

A first-time label does not mean unskilled. A transfer label does not mean she is ready for your household. An ex-Singapore label does not guarantee that her previous duties match your needs. Separate the administrative status from the household match. Compare every candidate on the same criteria: relevant duties, communication, care ages, cooking evidence, willingness and realistic expectations.

A label tells you where a candidate sits in the system. The interview tells you whether she fits your home.

Questions

First-time vs experienced — common questions

What does first-time helper mean under MOM rules?

MOM defines a first-time helper as someone who has never worked as a domestic worker in Singapore, including someone with an administrative employment record who did not actually work here. She may have domestic-work experience elsewhere. Check the official definition rather than treating an empty or non-empty record alone as the answer.

Is a transfer helper always better than a first-time helper?

Not necessarily. A transfer helper has a checkable Singapore record, which is useful evidence but does not prove she suits your household. A first-time helper with strong overseas experience and good communication may be a better match. Compare candidates on the work involved, not the label.

Does a first-time helper need a course before starting?

Yes. A first-time helper must complete the Settling-in Programme (SIP) after arrival. This is a course for the helper. The employer may separately need to complete the Employers’ Orientation Programme (EOP) before the Work Permit application. They are different requirements.

How do I check an ex-Singapore helper’s record?

Ask the agency for the unedited MOM employment history printed from Work Permit Online. It shows previous placements and dates. Compare it with her biodata and ask about each placement at the interview.

Can I see candidates from all three routes at the same time?

You can ask Apex to compare suitable candidates across hiring routes. Which routes and candidates can be considered depends on the current shortlist, the household brief and the required approvals. Do not assume all three routes have available candidates at the same time.
