Philippine documentation

When hiring a Filipino domestic worker, the Singapore Work Permit (issued by MOM) and the Philippine contract verification and OEC process (handled through MWO/DMW) are separate requirements from different authorities. The conditions that trigger contract verification depend on the worker's record and circumstances, not a fixed renewal cycle. Ask your agency which route applies to your candidate and check the agency's applicable registration or partner arrangements with the Philippine authorities.
Tell Apex where your candidate is now and whether she is a new hire, a transfer or a returning worker. Apex explains which Philippine and Singapore steps apply.

The documentation depends on where the helper is now and the nature of the engagement. Use the route matrix below to identify which process applies, then confirm the steps with your agency and the relevant authority.
| Situation | Singapore authority | Philippine authority | Key documents |
|---|---|---|---|
| Overseas new hire from the Philippines | MOM: Work Permit application, IPA, security bond, insurance, medical, SIP if first-time | MWO/DMW: contract verification, deployment processing, OEC | Before travel: applicable IPA and Philippine departure clearance. After arrival: complete MOM requirements and permit issuance. |
| Currently in Singapore, changing employer | MOM: transfer consent, new Work Permit application | MWO: check whether a new contract verification is triggered by the changed employer | Transfer consent, new Work Permit, updated contract if verification triggered |
| Returning to same employer after home leave | MOM: Work Permit must be valid for re-entry | MWO: OEC or exemption depending on updated record and circumstances | Valid Work Permit, OEC or applicable exemption |

MWO's official advisory states that contract verification is triggered by specific conditions, including: no previous DMW/POEA record, a changed employer, a changed job site or country, or a changed position. It is not an automatic requirement every two years for all workers. An OEC exemption depends on the worker's updated record and circumstances. Check the current advisory rather than assuming the requirement or the exemption.

A Singapore employment agency licence and Philippine deployment arrangements are separate checks. Ask the agency to explain the applicable accreditation and partner arrangements for the route; this guide does not establish those arrangements for Apex.
The Work Permit application and issuance are handled by MOM through its own process. See MOM's Work Permit application page. For transfers within Singapore, MOM has a separate route: see MOM's transfer process. Philippine verification does not replace MOM permission. Confirm the order of the two processes, their dependencies and any outstanding steps with the agency.
MOM allows employers to apply for a Work Permit directly through its eService, but MOM explicitly says to check source-country requirements. For Filipino domestic workers specifically, deployment from the Philippines requires coordination with a appropriately licensed and accredited agency. See MWO's direct-hire answer.

The Singapore Work Permit and the Philippine contract verification serve different purposes and are handled by different authorities.
Questions
No. MWO's advisory states that contract verification is triggered by specific conditions such as no prior record, a changed employer, a changed job site or country, or a changed position. It is not an automatic requirement for every renewal. Check the current advisory for the conditions that apply.
The Work Permit is issued by MOM in Singapore and authorises the helper to work here. The OEC (Overseas Employment Certificate) is a Philippine document processed through MWO/DMW. They serve different purposes and are issued by different authorities. Both may be required depending on the route.
It depends on the circumstances. MWO's advisory says a changed employer can trigger verification. Confirm with the agency whether the current transfer involves a new contract verification or falls under an existing record. The MOM transfer process is separate.
MOM allows employers to apply for a Work Permit directly, but MWO states that direct hiring of domestic workers from the Philippines requires coordination with a appropriately licensed and accredited agency for the deployment process. Check the current MWO guidance for the requirements that apply.
